○ Registration of import and export goods consignees: Enterprises need to apply to the customs for registration of import and export goods consignees, obtain the "Registration Certificate of Customs Declaration Unit", and have legal import and export business qualifications.
○ Hazardous chemical production/operation license: Production enterprises need to obtain the "Safety Production License" issued by the emergency management department. If the product is included in the Implementation Rules for the Production License of Hazardous Chemical Products, it should also obtain the National Industrial Product Production License issued by the market supervision department. To operate a business, one must obtain a Hazardous Chemicals Business License issued by the emergency management department.
Specific certificates and reports:
○ "Performance Inspection Results Form for Outbound Goods Transport Packaging": The export dangerous goods packaging production enterprise applies to the customs at the production location for performance inspection of the packaging container. After passing the inspection, the form is obtained to prove that the packaging meets safety standards.
○ Declaration of Conformity for Export Hazardous Chemical Production Enterprises: Export enterprises are required to submit this declaration, stating that the hazardous chemicals exported comply with relevant safety standards and technical specifications.
○ Classification and identification report of hazardous characteristics: issued by a third-party laboratory with corresponding qualifications, used to determine the hazardous characteristics and classification of hazardous chemicals.
○ Hazard disclosure labels and safety data sheets: Hazard disclosure labels and safety data sheets should be prepared in accordance with relevant standards. The labels should indicate the hazardous characteristics of the hazardous chemicals, and the safety data sheets should include the physical and chemical properties of the chemicals, first aid measures, and other content. If it is a foreign language sample, a corresponding Chinese translation should be provided.
○ Explanation of Inhibitors or Stabilizers: For hazardous chemicals that require the addition of inhibitors or stabilizers, an explanation of the actual name, quantity, and other details should be provided.
In addition, if hazardous chemicals belong to dual-use items and technologies, a "Dual Use Item and Technology Export License" is also required. Different countries and regions may have other special requirements, and export enterprises need to understand and comply with relevant regulations in advance.
The basic process for exporting hazardous chemicals is as follows:
1. Enterprise declaration: Export enterprises or their agents must possess qualifications such as "Registration Certificate of Customs Declaration Unit" and "License for Production/Operation of Hazardous Chemicals". Through the "Internet plus+Customs" integrated online service platform or the "China International Trade Single Window", the electronic data of the inspection application form and the accompanying documents are transmitted to the customs, such as the Declaration of Conformity of Export Dangerous Chemicals Production Enterprises, the Inspection Results of the Transport Packaging Performance of Outbound Goods, and the Classification and Identification Report of Dangerous Characteristics.
2. Customs review: Customs reviews whether the declaration form is filled in completely and accurately, whether the accompanying documents are complete, and the consistency, authenticity, and validity of the declaration materials. For those that do not meet the requirements, notify the applicant to make corrections.
3. Customs inspection: inspect whether the composition, physical and chemical properties, hazard categories, etc. of the product comply with regulations, check whether there are hazard disclosure labels on the packaging of hazardous chemicals, whether safety data sheets are attached, and whether the label and data sheet contents are compliant. When necessary, sampling testing will be conducted on the product.
4. Subsequent disposal: After inspection, if the hazard disclosure information does not meet the requirements, the enterprise needs to rectify and re inspect before issuing relevant documents. If it is not qualified, it is not allowed to export. For violations such as discrepancies between hazardous characteristics and declaration, declaring high-risk dangerous goods as low-risk or not reporting, the customs will further handle them.
